you can replace each NEC/TOKIN capacitor with 3 or 4 tantalum capacitors (usually 330μF 2.5V or 470μF 2.5V), but you must be very careful with the installation: Do not use jumpers — jumpers can cause shorts or unstable behavior, especially on the CPU side. It sounds like your console is stuck in a glitch loop — the Matrix V3 chip is trying to glitch the console every 4 seconds but fails to boot.
